This copy of a published tribute to George Washington is credited to Charles Phillips and dated 1817. The item was published in London, supposedly "inspired by" John Howard Payne, as a note on the bottom from Fred. G. Sherrill indicates. The note is dated 1948, but like many other John Howard Payne stories, the speech from Charles Phillips cannot be verified at this time.
